The WBIF is the unique coordination and cooperation platform that blends different forms of non-reimbursable and reimbursable types of financing in the public and private sectors of the Western Balkans Beneficiaries, which aims to support socio-economic development, collaboratively and flexibly, in line with the ‘Team Europe’ approach. The WBIF is designated as the main vehicle for the delivery and implementation of the Economic and Investment Plan for the Western Balkans (EIP) and the main channel for developing the investments of the Growth Plan for the Western Balkans, being recognised as a best practice for European financial support for development. Consequently, the WBIF is charged with governance and operations of the European Fund for Sustainable Development Plus (EFSD+) covering the Western Balkans.
By blending funds from the EU's Instrument for Pre-accession Assistance and the Reform and Growth Facility with Bilateral Donor contributions, loans from IFIs and national contributions, WBIF supports strategic public and private sector projects and programmes in six areas of intervention: sustainable transport, clean energy, environment and climate, digital future, competitiveness of the private sector, and human capital development, tailored for the Western Balkans. The investments are associated with structural reforms enabling the twin green and digital transitions.

In 2015, the EU embarked on the ‘Connectivity Agenda’ to harness investment for improving transport and energy infrastructure in the Western Balkans. In the transport sector, those investments target key road and rail routes, inland waterways, and key ports. In the energy sector, they involve electricity and gas transmission, as well as the generation of renewable energy.
