The WBIF has supported estimated investments of €2.4 billion in the public sector in Montenegro.

Montenegro received €420.4 million in grants in 2008-2025: €360.2 million in investment grants and €60.2 million in technical assistance. These grants support estimated investments of €2.4 billion in rail and road transport, water supply and sanitation, waste management, electricity interconnections, broadband connectivity, and education and judicial facilities.


The country benefited from ten EIP flagship investments in 2020-2024, which directed €618.8 million towards sustainable transport, water supply, sanitation, and pre-university education facilities. The WBIF contributed €271.5 million in grants to these investments, of which €260.8 million was EU IPA funding and €10.7 million was Bilateral Donor funding.

  • 70,000 people with access to improved drinking water and sanitation
  • 186,000 people benefitting from efficient waste collection and disposal services
  • Flood forecasting and warning system for 192,000 people in the Sava River Basin

  • 74 km of railway line rehabilitated
  • 200 km of electricity transmission lines upgraded to 400 kV 
  • 311,740 people with access to improved drinking water and sanitation
  • 69,564 m3/day additional wastewater treatment capacity
  • Better schools for 9,500 students annually
